MINI: 'Does this move ... really make sense?'

The Rolling Hills CEO said one positive point of adding Woodbury County is that doing so would double their size without changing their geographic footprint to a great extent. Does this move, which was not asked for and creates anxiety for people with disabilities, really make sense? Will the affected individuals have a say?
